Each Freecell can hold at most one card at a time:
Any movable card may be played into an empty Freecell.
A card in a Freecell is movable.
In the layout pictured above, two of the Freecells have had cards moved into them; those cards are movable. Two Freecells are empty, so any movable card from any Tableau Column can be played into them.
